Germany fact:

In Germany, the HR - ratio is 1.7 : an ideal size of the HR team.

That means that for every 100 employees 1.7 HR employees are needed, including support functions such as salary administration.

In the Netherlands, this is at 1:100? So 1 HR employee for every 100 employees?
